Dr. Colin Soutar is a managing director with Deloitte & Touche LLP and leads Deloitte′s US and Global quantum cyber readiness program. He is also a member of Deloitte’s US Government & Public Services (GPS) practice, where he serves as the GPS Cyber and Strategic Risk chief technology officer (CTO) and leads the GPS Cyber Strategic Growth Offering. Soutar started his career with a two-year post-doctorate study at NASA′s Johnson Space Center, developing pattern recognition techniques for autonomous rendezvous and capture operations. He has more than 25 years of experience in biometric, digital identity, and general cybersecurity technologies and was previously the CTO of a public company in Toronto, Canada, for almost a decade. Soutar has served on the World Economic Forum′s Global Future Council on Cybersecurity, as well as international standards committees for identity technologies. In 2013, he helped the National Institute of Standards and Technology (NIST) develop the NIST Cybersecurity Framework.
